Decreasing max guild members to 28

Hello turbo Elites! we are having a small break for WoE changes.

We are removing all the guilds, guild alliance, guild members in the server. I have a copy of the guild and its guild masters. So do not try to create a guild if you are not the owner of the guild, otherwise, i will be forced to delete your guild if proven that you are not the old owner.

This requires the server to be restarted, i'm gonna make another backup of everything before we implement this changes. So give me about half an hour or so to finish this updates. Server will be up soon.

- Alliance will be disabled as well during woe.

but it will at its best if there is an alliance of at least two guilds.

by removing all the guild does that mean we have to create the guild again?
