We have been aware of this problem. It will take up to 12 hours resolve this issue. The approximate time the server will open is Nov,12,2014 @PHtime 9:30am

What do you mean? You get dcp by donating money so technically, you are using money legally to buy stuff in aero shop. So if you have the means to buy stuff online(say for example, by way of credit cards), then you also have the means to donate and get dcp.
