Shinigami is a mid-headgear that lets you to see people that are hiding or cloaking or using the stalker's skill thingy *forgot the name sorry LOL*.
Meaning that you can see people that are hiding without using the use of Maya Purple card. It has 1 slot so you can insert another card in it.
If all your 3 headgears are slotted and shinigami is one of them, it is like saying that you can insert 4 cards total(1 is Maya Purple card due to the shinigami) in your headgears.

Shinigami is a quest item, it's kind of hard to quest it because the quest item is worth it.
In Turbo, you can find the NPC located at Izlude called "Ninja". It is at the centre of Izlude Town.
Not sure about Mayaan. Try checking it.
