What time is the event? And When?

as stated above, its a random event at a RANDOM time. meaning it can be held anytime. Expect surprised maybe?

and the winners are only 1-3 players  ::) ::) how about the others that got aggravated due to the roll back?

and why didn't they just make the event for the ones that lost their items before the rollback??
